This framework is the first international vocational education standard developed under the leadership of China. The conference was previously held in 2022 and 2024.
Framework outlines global vocational priorities
The Beijing Agreement outlines common standards for vocational education systems, governance, and implementation measures. It states that the primary purpose of vocational education is to foster social progress, economic development, and individual growth.
The framework aims to promote social equity, the exchange of vocational skills, and the preparation of education systems for emerging challenges. It identifies priorities such as improving school management and establishing lifelong learning opportunities.
The agreement encourages collaboration between educational institutions and industries to develop teaching materials and build the teaching workforce through school-enterprise cooperation. It also proposes the use of artificial intelligence to support reforms in teaching and learning, while calling for internships and practical training programmes to be designed around actual workplace requirements.

China maintains world's largest vocational system
China operates the world's largest vocational education system. The Ministry of Education reports that there are over 10,000 vocational schools with more than 30 million students. These institutions provide more than 70 per cent of the country's newly recruited frontline skilled workers each year.
During the 14th Five-Year Plan period from 2021 to 2025, the system supplied over 70 per cent of the additional highly skilled workers for modern industrial sectors. A white paper states that the system produces nearly 10 million skilled workers annually. Public records confirm that the system produces over 10 million graduates every year.
The state-run public education system, which is led by the Chinese Communist Party and managed by the Ministry of Education, has recently expanded its vocational undergraduate education system. Education is compulsory for all citizens for a minimum of nine years under the government-funded system.
