The report suggests that 1.2 million lives saved and $5.4 trillion in annual government revenue depend on phasing out fossil fuel subsidies and taxing coal, oil, and gas. The UN Development Programme reported in October 2026 that fossil fuel subsidies could reach $1 trillion this year, partly due to the closure of the Strait of Hormuz.
Five of the six measures, excluding fossil fuel pricing reform, are estimated to cost $35 billion annually, save 360,000 lives per year, and provide a return of $24 for every dollar spent. The 2026 analysis estimates 1.6 million lives saved, down from 2 million in the 2024 report for COP29, with the return on investment rising from $4 to $24 per dollar.
Data from 2024 indicates that 2.1 billion people lacked safely managed drinking water, 3.4 billion lacked safely managed sanitation, and 2 billion relied on polluting fuels for cooking.
Heat-health warning systems in 57 countries could save 100,000 lives annually at a cost of $230 million per year, offering a return of $835 per dollar spent. COP31 climate talks are scheduled to open in Antalya, Türkiye, shortly after 4 November 2026.
